As the Chairperson of the SPYL Leaders Assigned to the Oshana region, I condemn the ignorant and incorrect actions by the Oshakati town local authority councillors, who have since refused to be sworn-in, and to allow the council to appoint an acting CEO after the resignation of former CEO Wernel Ita.
This jeopardizes the work of the town to function as usual.
I am informed that in absence of the CEO, no one is allowed to sign any of the correspondences as per the Local Authorities Public Procurement Act 15 of 2015. As we speak, there is no one to sign purchase orders to buy even a toilet paper without the permission of the council.
Oshana is one of the region affected by floods and the town is busy relocating its people, a process being affected by the squabbling and bickering of the current batch of councillors.
Tenders applications are a parked at this stage, as there is no one to sign them.
This tendency of five people punishing a 1 000 innocent people should come to end. The personal differences in offices should not be allowed to affect the voting masses negatively.
This is not acceptable and I am calling the Swapo Party to recall all councillors until we get new councillors who want to work for the people
I am therefore calling the Swapo Party to intervene and dissolve the council and an interim leadership to be appointed by the central government, as with cases where similar instances occurred in the past.
